This is a set of 12 string tuners from a late 50s Harmony Stella 12 string. Martin used these on their 60s 12 strings as well.
These have an obvious patina to the parts but they are free of red rust and have been cleaned up and oiled. They likely function about as well as you can expect a set of these to function, but if you don't care about having a period correct set, I'd recommend a set of StewMac Golden Era reproduction 12 string tuners over these.
